These permits are essential for the construction purpose, especially for electrical wiring, plumbing and even extended construction. You may have to incur cost for getting these permits. But these permits ensure that it is safe to make these changes.
Installing a new floor over the existing
Replacing an old floor with a new one is a great way to add newness to the house. But, before you begin with the installation, remove the old floor. Though it may look like a quick way to get over with the job, it might have negative implications on the new flooring. For instance, uneven surface, chipping off, or even a weak base of your floor.

Leaving the wires open
Leaving the wires open and exposed is definite no. Suspending floor ceilings and basements are common areas where exposed and open wires are found. The wires may be hidden under switch boards or electrical sheets, but they still need to be covered properly for safety purpose. Cover the wires with electrical tapes so that they are attacked by rats or any other insects that might bite into them and cause damage or faulty wiring.
Painting the chipped walls
Painting over a chipped paint or wallpaper is the worst home improvement shortcut you could take. Putting an extra coating over chipped wallpaper will only ruin the wall surface with emerging of bubbles and bubble spot which would need to be filled again with joint compound.
Do you have a central air-conditioner or heater and you plan to close the vent in one room to concentrate on more heat or cooling in the other? Well, it's not a good idea. Closing these vents will force more air to the other part of the room and will destroy the efficiency and life of the equipment.
