After the change of guard at the state assembly, the new Andhra Pradesh government has revamped its ‘housing for poor’ scheme to make it more inclusive. In a recent announcement, the state government has issued a new land distribution policy. Now, 1 per cent of the total land in the urban towns will be reserved for housing for poor, which will be used to construct around 25 lakh houses. The state government will also build apartments on this land in G+3 (ground floor and three floors) format to accommodate the beneficiaries, instead of independent homes.

At present, the state government has 19,000 acres of land available in rural areas while 8,000 acres will be purchased. In urban areas, the government has only 2,500 acres land and would need to purchase 11,000 acres of land.

The government has also asked the applicants to link their ration card with Aadhaar card and submit it to their nearest ward office. The homes allotted under the scheme will have a lock-in period of five years. The beneficiary list is expected to come out by December 20, 2019. So far, 22 lakh beneficiaries have been identified for the housing scheme. The housing scheme will be launched on March 25, 2020, on the occasion of Ugadi.

The Andhra Pradesh government, in order to make the new housing scheme more effective, has allotted contracts for constructing 65,00 houses by reverse bidding, through which it managed to save Rs 105 crores on the first 15,000 houses. For funding, the centre has promised Rs 1,869 crores under the Pradhan Mantri Awas Yojana (PMAY) while the LIC Housing Finance has agreed to loan Rs 5,000 crores for the welfare scheme. 

All About NTR Housing Scheme

In a bid to fulfill the Centre's ambitious plan to provide housing for all, it was in 2016 when Andhra Pradesh government launched the NTR housing scheme for urban as well as rural areas to provide shelter to the underprivileged in the state. Applicants with below poverty line (BPL) cards are eligible to apply under the scheme. The eligible applicants should not possess any other land or house under government housing scheme and should be a citizen of Andhra Pradesh.

Update Jan 9, 2019: Around four lakh houses were inaugurated by the Andhra Pradesh Chief Minister N Chandrababu Naidu under the third phase of NTR Housing Scheme. These houses are built across the state and has been handed over to the beneficiaries. Apart from this, the government has sanctioned 15.78 lakh houses with a projected cost of Rs. 31,793 crore under the NTR Rural Housing, the PMAY-NTR Gramin and the PMAY-NTR Urban-Beneficiary Led Construction (BLC) schemes. 

Earlier, the Vijayawada Municipal Corporation (VMC) had allotted over 8,200 units under Prime Minister Awas Yojana (PMAY) NTR Nagar Housing Scheme on January 18. The beneficiaries got a subsidy of Rs 1.50 lakh for the houses constructed within 300 sq ft, 365 sq ft and 430 sq ft at Jakkampudi colony. These units were constructed by Andhra Pradesh Township and Infrastructure Development Corporation

Who were beneficiaries- Applicants in east assembly constituency limits who have applied to VMC before December 4, applicants in central assembly constituency who have applied before October 10, 2018 and applicants in west assembly constituency  who have applied before December 15 were eligible for allotments. 

Cost and amenities: The unit cost of 430 sq ft house is Rs 7.71 lakh, 365 sq ft unit cost is Rs.6.74 lakh and 300 sq ft unit cost is Rs.5.62 lakh. Bank loans will be provided to eligible  beneficiaries. The CM mentioned that these houses will be provided energy efficiency star rated appliances (9W LED bulb, 20 W LED tube light, 50 W energy efficient fan and LED streetlights in surrounding areas) with a cost of around Rs 30 crore. 

The Guntur Municipal Corporation has also completed the process of online registration to allocate plots to the eligible beneficiaries under the NTR Urban Housing City under which over 3,900 houses were built by the Andhra Pradesh Township and Infrastructure Development Corporation. Around 5,000 houses were sanctioned for the year 2017-18. Currently, the scheme is in the initial stages of implementation in Eluru, Tadepalligudem, Bhimavaram, Jangareddigudem, Kovvur, Nidadavole, Tanuku, Palakol and Narsapur towns.

Eligibility

Applicants with below poverty line (BPL) cards or white ration cards are eligible to apply under the scheme. The eligible applicants should not possess any other land or house under government housing scheme and should be a citizen of Andhra Pradesh. 

Documents required

Address documents: Details of permanent and present address of the applicant along with information about the size of existing dwelling units.

Identity documents: Voter ID card, driving license while Aadhar Card is mandatory.

Income details: Income certificate of the beneficiary, family income and co-dependents information.

Bank details: Bank account number, branch detail have to be filled correctly in the form.

Registration process

The municipal authorities conduct surveys from time to time to identify beneficiaries. The registration can also be done online through official website of Pradhan Mantri Awas Yojana. The beneficiaries will get the subsidy from the state government of Rs 1.65 lakh to the SC/ST family while for other categories, the subsidy will be Rs 1.16 lakh.

Recently, Andhra Pradesh CM announced that the government will build around four lakh new and affordable residential units under the scheme. Besides, around 1.5 lakh houses will be built under the upgradation scheme under which homes given previously will be repaired or renovated.
