The Department of Town and Country Planning (DTCP) has cancelled the licences of 31 ongoing real estate projects, both residential and commercial buildings, citing the violation of norms in Haryana. Of these, 14 projects are in Gurgaon, five in Sonipat, three in Faridabad and three in Palwal.

According to DTCP’s order, the directors of these companies might also be debarred from getting project licences in the future. The builders have also been directed not to sell or purchase any property in any of these projects. The licences have been cancelled for many reasons that include non-payment of external development charges (EDC) and bank guarantee, for missing deadlines, non-renewal of license, non-compliance with building norms among others. As per DTCP, it is yet to recover EDC dues to the tune of Rs 200 crore from builders in these projects.

It seems the DTCP is tightening the noose around defaulters and going forward, any official granting licence to a defaulter would be held responsible for the default.

For homebuyers, there may not be any financial implications if the DTCP takes over the project as the cost is met by the government.

Meanwhile, the DTCP has also formed a three-member committee that will look into applications received under the Deen Dayal Jan Awas Yojana (DDJAY). The members include the principal secretary of the town and country planning department, the DTCP director and the chief town planner of Haryana. The committee, that is the Analysis and Evaluation Group (AEG) will look into the nitty-gritty of applications received for licences under the DDJAY and would process applications by the end of November. Applications are already pouring in from Gurugram, Faridabad, Panchkula, Pinjore-Kalka.

To take a stock of affordable housing in various stages of construction, it has been estimated that about 55 such projects are coming up spanning 310 acres of land in Gurgaon. In another 380 acres, an estimated 3 lakh units may spring up in near future.
