The instances of unauthorised construction have also led to an increase in the number of accidents. And, national capital Delhi has not remained unaffected. This gives homebuyers another reason to stay alert while investing in Delhi.

Here's what you must remember if you are looking at properties in and around Delhi:

It is legal?

In 2015, the Department of Urban Development came out with a list of 895 unauthorised colonies in Delhi. Later, the manifestos of political parties claimed they would be regularising these construction after coming to power. As of now, the Delhi government is looking at developmental works with respect to road and drainage, provisional regularisation certificates, show-cause notices wherever necessary, scrutiny of plans, etc. However, those with regularised homes may have a different story to tell altogether. Most complain that despite regularisation, the benefits haven't reached them, except may be the right to buy and sell legally. For most others, in recently regularised colonies, hanging wires, open manholes, narrow roads, structurally unsafe buildings are a normal site while the municipal corporations work hard to provide basic services.

Are you in the right zone?

The Delhi Development Authority (DDA) has been circulating public notices warning of illegal offers of registration of plots and flats under the land pooling policy. The notice says that because the Land Pooling Policy has not been operationalised yet by the government, no developer can make assumptions about availability of land, location, cost or timelines of delivery.

Recently, brochures claiming development of flats under this policy in the P-II zone which is North Delhi, surfaced. Be mindful that no clear demarcation of these areas have been notified so far. Also, as the P-II zone is an eco-sensitive zone, building constructions here may not be allowed at all.

The Land Pooling Policy was approved in the years and the regulations were cleared by mid-2015. However, no action has taken place since then and in the meantime some developers have reportedly also made an exit from the L-Zone, shifting their set of homebuyers to another location. Homebuyers should avoid such areas because demarcations have yet not been proposed. Also, speculations regarding L-Zone's potential make it prone to risky outcomes.

Is your neighbourhood livable?

Recently, almost 450 students, teachers and residents in Tughlaqabad area were rushed to the hospital after a chemical leak in the nearby container depot.  While the National Disaster Response Force (NDRF) has now declared Tughlaqabad safe, it does raise serious questions about livability in and around the area.

Similar issues challenge homebuyers in areas near Bhalaswa and Ghazipur, also known as 'trash mountain' sites or the local garbage dumping sites. According to the Solid Waste Management Rules, 2016, the mandate is to segregate waste at source. However, by-laws haven't been made to make individual responsibility enforceable.

Therefore, besides air pollution, there are such issues that blanket Delhi's environment grimly. Meanwhile, the government's think tank, Niti Aayog, has been trying to check air pollution by introducing measures such as higher taxes on petrol or diesel vehicles, higher parking charges, shutting down coal-based power plants, etc, to trim the harm caused by air pollution.
